JICA says it will open new office in Iraq soon

Helping Iraq

As Japan enters a new era of development assistance, the country's top aid official said Thursday (October 2) her agency will shortly open its first office in Iraq to help that battered nation try to recover from years of war.

Mrs. Sadako Ogata, the president of the Japan International Cooperation Agency (JICA), addressed the Foreign Correspondents Club in Tokyo one day after her agency merged with the overseas economic cooperation section of the Japan Bank for International Cooperation (JBIC) to form the world's largest bilateral cooperation agency.

'New JICA's' operational volume will be an estimated $10.3 billion in fiscal year 2008 and for the first time one organization will be able to offer three schemes of help all 'under one roof' including technical assistance, soft loans and grant aid.

Mrs. Ogata said these combined schemes will be particularly helpful in Iraq where JICA will open a field office in the northern city of Erbil in this winter or spring. Millions of people have been uprooted after several years of war and much of the country's infrastructure has been destroyed. In addition to helping to train thousands of Iraqis in various skills JICA will also provide some $5 billion in soft loans and grant aid to rehabilitate hospitals and power plants and complete power, water and infrastructure projects, Mrs. Ogata said.

Main challenges

One of the organization's main challenges, the JICA President told journalists, "will be how skillfully and effectively we will be able to combine all of these three schemes" to meet the real needs of millions of the world's poorest people.

Japanese foreign assistance helped create the so-called Asian economic miracle in recent decades and Mrs. Ogata said her agency was now devoting more resources to the world's poorest continent, Africa. The percentage of JICA's technical assistance budget to Africa has increased from 14% to 24% in the last five years, the JICA president said and overall Japan has pledged to double development assistance to the continent by 2012.

The merger also comes at what Mrs. Ogata called a 'crossroads' in Japan's development assistance.

She also highlighted Japanese assistance to Afghanistan in the years following the fall of the Taliban regime and said that though it had gone largely unnoticed in the outside world, Japan had launched a series of ambitious programs in health, education, rural development and infrastructure including a new international airport in the capital, Kabul.

Japan needs to play a strong role

Japan's Official Development Assistance (ODA) has dropped 40% in the last decade and the country has slipped from being the world's largest donor overall, to No. 5 today.

Mrs. Ogata has repeatedly expressed concern in recent months at this downward trend though under the current fiscal situation she has said she saw little chance of decisively reversing the trend. Thursday, she expressed her frustration with the level of domestic support for foreign assistance.

"Japan has become a very comfortable country and people are more and more looking inward." she said. "I feel very frustrated." While acknowledging that people today "have a lot to be worried about" she said there was a lack of understanding at home that the world had become inter-dependent and Japan needed to play a strong role internationally.

Rice to visit Iraq soon, SOFA process changed

Massoud Barzani and the Turkish officials are expected to discuss cooperation against the PKK, whose presence in mountainous northern Iraq is a source of friction in relations with the Iraqi Kurdish administration. Ankara is pleased that there has been a change in the rhetoric on the part of Iraqi Kurds since May, but officials admit the Kurds have much to do to meet Turkey’s requests for a joint effort against the PKK. Ankara demands the arrest of PKK leaders, cutting all logistical support for the group and designation of the PKK as a terrorist group in line with Turkish, US and European policy. The Turkish delegation is anticipated to reiterate Turkey’s expectations.

Officials told Today’s Zaman that planned talks with the Iraqi Kurds will be a test for the fate of the newly launched dialogue process with the Kurdish administration. The level and intensity of dialogue is expected to grow if Barzani gives enough assurances that it is on Turkey’s side in the fight against the PKK.

President Abdullah Gül is expected to visit Baghdad soon, and reports in the Turkish media said he has been invited to visit Arbil, the capital of the Kurdish region, during his visit. But the presidency denied the report yesterday, saying no date was set for the visit and that there was no invitation for Gül to visit Arbil.

Although analysts agree that lack of dialogue with Massoud Barzani has done little to secure help from the northern Iraqi administration against the PKK, some highlight concerns that the Kurdish leader could put the government in a difficult position if he repeats his past statements, warning of fighting back against Turkish troops if they attack northern Iraq or refusing to call the PKK a terrorist group. Barzani is a nationalistic leader and it is not easy to predict how he would react to provocative questions on relations with Turkey, say observers. The last time Turkish officials had talks with the Kurdish leader was in 2005 when then undersecretary of the National Intelligence Organization (MİT) met him secretly in northern Iraq. This clandestine meeting was later confirmed by Turkish officials.

Earlier this month, the PKK attacked a military outpost near the border with Iraq, killing 17 soldiers. The attack intensified opposition parties' calls for cross-border attacks on the PKK in northern Iraq, and Parliament subsequently passed a motion to extend the military's mandate to carry out cross-border operations in northern Iraq for another year.

The military announced that Turkish warplanes attacked a group of PKK members, including senior leaders, in the Zap region of northern Iraq on Sunday. The warplanes "hit the mark," and all planes returned to their bases safely, according to the military's statement, released late on Sunday. It provided few details and contained no information about PKK casualties. The air strike was the seventh since the Oct. 3 attack on the border military outpost.

Nechirvan Barzani complained last week that the PKK attacks were aimed at hurting ties between Turkey and the Kurdish administration and called for dialogue so that the Kurdish authorities know how they can help. "The Turks don't sit at the same table with us. How are we supposed to know how we can help?" he said last week.

Sources said the Kurdish side wanted that the talks be held in Arbil, but Ankara insisted that the venue should be Baghdad, signaling Ankara's commitment to support the territorial integrity of Iraq. Sources also underlined that the talks with Massound Barzani did not mean Ankara was officially recognizing the regional Kurdish administration as the "Regional Government of Kurdistan." Barzani recently met with Talabani in Baghdad, discussing ties with Turkey and other issues with the Iraqi president, an ethnic Kurd.

KARBALA / Aswat al-Iraq: Authorization has been given for six investment projects in the holy province of Karbala in the housing, health, industry, and entertainment sectors, according to the province’s mayor. “Today, Karbala’s investment authority gave the go-ahead for six investment projects in the province at a cost of $600 million (1 U.S. dollar= 1,118 Iraqi dinars),” Aqeel Khazaali told Aswat al-Iraq. The projects include the construction of a plastic fiber plant on Ain al-Tamr road (75 km west of Karbala), in addition to a dates farm and factory at a cost of $36.5 million in the desert area of western Karbala.Karbala, with an estimated population of 572,300 people in 2003, is the capital of the province and is considered to be one of Shiite Muslims’ holiest cities.
The city, 110 km south of Baghdad, is one of Iraq’s wealthiest, profiting both from religious visitors and agricultural produce, especially dates.
It is made up of two districts, “Old Karbala,” the religious centre, and “New Karbala,” the residential district containing Islamic schools and government buildings.
At the centre of the old city is Masjid al-Hussein, the tomb of Hussein Ibn Ali, grandson of the Prophet Muhammad by his daughter Fatima al-Zahraa and Ali Ibn Abi Taleb.
Imam Hussein’s tomb is a place of pilgrimage for many Shiite Muslims, especially on the anniversary of the battle, the Day of Ashuraa. Many elderly pilgrims travel there to await death, as they believe the tomb to be one of the gates to paradise. On April 14, 2007, a car bomb exploded about 600 ft (200 m) from the shrine, killing 47 and wounding over 150.

Kurdistan Region President Massud Barzani received the Iraqi Vice President Dr. Adel Abdel Mahdi, yesterday in his residence in Baghdad.


During the meeting they discussed the general situation in Iraq and the ways of solving the suspended issues between the Kurdistan Region Government (KRG) and the Federal Government.

They also exchanged views on the strategic pact with U.S.

President Barzani also received the U.S Ambassador in Iraq Ryan Croker and Ambassador David Satterfield along with a delegation from the U.S embassy in Baghdad.

They discussed the future of the political process in Iraq and another number of key issues among them: the ongoing discussions on the Iraqi-U.S Pact and the political and government situation in Iraq.

The President of Kurdistan Region Massud Barzani received a supreme Turkish delegation headed by Murat Ozcelik, the Turkish special envoy to Iraq. The delegation also included Ahmed Dawood Oglo, the Turkish PM foreign affairs adviser and other Turkish officials today in his residence in Baghdad.


During the meeting the addressed the bilateral ties between Iraq and Turkey in general and especially with Kurdistan Region. They also discussed the situation on the Kurdistan Region and Turkish borders and the ways of establishing peace on the borders

Presidency Council holds meeting

President Jalal Talabani chaired a meeting of the Presidency Council attended by the Vices-President Dr. Adel Abdel Mahdi and Dr. Tariq al-Hashimi, today in Al-Salam Palace in Baghdad.


Dr. Abdel Mahdi said in a press statement after the meeting that the Council discussed the relations among the political parties. He also said that it is a scheduled to hold a series of officials meetings, probably the Political Council of the National Security will hold a meeting to discuss the unresolved issues and to take the appropriate decisions.

Abdel Mahdi stressed the need to take courageous decisions that push the country forward. He clarified that the relations between the Kurdistan Regional Government and the Federal Government will also be part of the issue that will be discussed in order to find the best solutions for them.

Attiyah: Pope receives representative in Iraq, Jordan

Sheikh Khalid al-Attiyah met with First Deputy Speaker of the Pope in Iraq, Archbishop Francis Itolekat in his office this morning.

Attiyah said at a joint news conference with the representative of the Vatican: "The Iraqi parliament and the government condemns and denounces this heinous crime of trying behind the terrorist gangs to divide the Iraqi people.

Attiya also called for the brotherhood of Christians not to be deceived behind this sedition that aims to migration outside Iraq urged the security agencies to provide necessary protection to ensure the protection of Christian brotherhood of these practices.

He stressed that all Iraqis are equal in their rights and freedoms and the exercise of their religious rites and the Iraqi Constitution guarantees these rights.

He added that the terrorist operations over five years, targeting everyone did not distinguish between the Husseiniya mosque and church and they in fact aimed at Iraqis, their cohesion and unity of destiny saying that all the components of Iraq would be given representation at the local and federal level.

Attiyah revealed the proposal to the United Nations fully do justice to the rights of minorities are allowed to compete for more than a seat to represent them in the provincial councils.

The Iraqi delegation met participating in the Inter-Parliamentary Conference in Switzerland, headed by Dr. Jaber Habib Jaber, Vice-Chairman of the Foreign Relations Committee in the House of Representatives today, Tuesday, 14/10/2008 Omani Shura Council delegation participating in the conference.
