Although Saddam Hussein made deals with French, Russian and Chinese oil companies in the 1990s, United Nations sanctions barred the country's re-emergence as a leading source of energy supplies. Representatives of 35 companies have been given six months to apply for a 20-year right to operate oilfields that hold up to 40 per cent of the country's 115 barrels of proven reserves. Hussain al-Shahristani, Iraq's Minister for Oil, convened the meeting at a Park Lane hotel in central London. Aides said the location was deliberately chosen to demonstrate that Iraq had shed its old pre-occupations about foreign powers dominating the industry, which generates ninety per cent of its annual income. A British firm is acting as Baghdad's strategic advisor as it overhauls its most important asset. The firm, Gaffney, Cline and Associates, was responsible for a presentation given by Mr Shahristani to the executives. "International interest will be extremely high," said Muhammad-Ali Zainy, senior analyst at the Center for Global Energy Studies in London. "The Iraqi oil industry has been stagnant – and has actually been deteriorating – and it's time to open it to foreign direct investment." Shell became the first big British oil company to open an office in Baghdad last month. In a signal it had Baghdad's seal of approval, the company was granted a £2 billion deal to modernise an existing gas field. Critics of the war suggested yesterday's conference represented the breakthrough America and Britain had sought at the outset of the war, a claim that ignored China's equally strong position in the pursuit of Iraqi resources. China has already secured a £1.78 billion deal to renew an agreement it signed with Saddam under sanctions. "Definitely, the presence of this number of British soldiers is no longer necessary. We thank them for the role they have played, but I think that their stay is not necessary for maintaining security and control," al-Maliki said in the interview, published Monday. "There might be a need for their expertise in training and some technical issues, yes, but as a fighting force, I do not think it is necessary," he said. In a statement in London, a spokesman for the Ministry of Defense agreed that Britain's military role was shifting from fighting to training and that al-Maliki had "acknowledged this important mentoring and training role." "We are nearing the end of this mission but are not there yet," the spokesman said, declining to be named. In July, British Prime Minister Gordon Brown promised a major troop withdrawal in the early months of 2009, but Britain's military has said it's premature to discuss specific figures. | Monday, October 13, 2008 Pentagon will pay up to $300 million to tweak U.S. image in Iraq WASHINGTON — The Defense Department is willing to pay $300 million for pro-U.S. messages in Iraq in a plan backed by Gen. David Petraeus. Officials said the Pentagon has begun awarding contracts to sway public opinion to support pro-U.S. policies in Iraq. They said the contracts stipulated the production of news and entertainment that would enable the U.S. military to remain in the Arab country. "The project is mostly about making Iraqis understand the need for a democratic and free society free of Al Qaida and foreign influence," an official said. In September 2008, the Pentagon awarded contracts to four companies to produce media messages in Iraq. Officials said the pro-U.S. messages would be contained in everything from news stories to public service advertisements on Iraqi radio and television and Internet. "The contractors would not be identified with the ads," the official said. "They would be offered to the Iraqi media via local agents." Officials said the effort was promoted by Central Command chief Gen. David Petraeus, who for two years served as commander of U.S. forces in Iraq. They said Petraeus introduced pro-U.S. radio and television program with help from his aide, Sadi Othman. A key contractor in the Pentagon effort has been SOS International, based in Reston, Va. In 2006, SOS won a $200 million contract to provide guidance on influencing the Iraqi media. SOS was also awarded one of the latest Pentagon contracts, which require security clearance and Arabic-language skills. The other companies were identified as Lincoln Group, MPRI and Leonie Industries, all of them veterans in defense projects. Lincoln was criticized in a Pentagon report in 2006. Congress has expressed opposition to the latest Pentagon contracts and the Senate Armed Services Committee could hold hearings. In early October, Sen. James Webb, a Virginia Democrat and a member of the Senate Armed Services Committee, demanded that Defense Secretary Robert Gates suspend the contracts.
