‘Full compliance to lift Iraq sanctions’
UNITED NATIONS, May 30, (KUNA): Kuwait on Friday urged the UN to avoid lifting sanctions on Iraqbefore Baghdad settles all outstanding issues resulting from its 1990-91 invasion of Kuwait. Amiri Diwan Advisor Mohammed Abulhassan in a statement to both KUNA and Kuwait Television after meeting UN Secretary General Ban Ki-moon said that the UN Chapter 7 sanctions on Iraq pertaining to its 1990-91 invasion of Kuwait, should be automatically annulled providing the Iraqi government completes its Security Council-related obligations. He added that he had carried a message from His Highness the Prime Minister Sheikh Nasser Al-Mohammad Al-Sabah to the secretary general including Kuwait’s account on the issue.
“We have clarified to the secretary general the position we have taken in regard to Iraq’s required implementation of a number of its outstanding issues and its current implementing of others,” he said. He added: The seventh chapter of the (UN) charter will be automatically removed when Iraq implements any of these outstanding obligations.” Abulhassan indicated that there are no sanctions imposed currently on Iraq’s imports and exports, noting that Kuwait is in full cooperation with its neighbour, being the doorway to the importation and exportation of Iraqi goods.
“We are aware that some of the outstanding issues have been settled - which are 50-60 percent - but there are other obligations the UN has control over, in order to ensure (Iraq’s) full compliance.” The outstanding issues under Chapter 7 include (1) the fate of the missing and prisoners of war, (2)the payment of war reparations, the return of stolen property and (3)the demarcation of land and maritime borders with Iraq. Abulhassan said that he found the secretary general to be “responsive” to the Kuwaiti account, and that the UN pledged its support of improving Iraq’s ties with all of its regional neighbours including Kuwait.
The Kuwaiti official said that Ban also praised Kuwait for its efforts to resume good relations with Iraq, and its recent decision to dispatch an ambassador to Iraq despite the security dangers such a move would pose. “We have taken this initiative to express our good intentions towards Iraq and to bolster our relations, but we still await – in spite of the presence of our ambassador in Iraq for a few months now – an Iraqi ambassador to be announced to Kuwait, and the secretary general is aware of this,” Abulhassan stated. The Kuwaiti official prior to the meeting, had held talks with several officials in a number of countries including the US, which he described as “good” adding that these countries are in full support of Kuwait’s position on the matter.
Earlier, Abdulhassan, briefed Friday evening UN Under Secretary General for Political Affairs Lynn Pascoe on his country’s stance regarding Iraq’s efforts to remove Chapter VII sanctions. He emphasized that (Chapter VII sanctions would be automatically annulled) once Iraq fulfilled its commitments stipulated in related UN Security Council resolutions. Abulhassan also met with Libya’s Ambassador to the UN Abdulrahman Shalqam, whose country is the only Arab member of the UN Security Council; Austria’s Ambassador to the UN Thomas Mayr-Harting, who is the Treasurer of the UN Compensation Fund; and Turkey’s Ambassador to the UN Baki Ilkin.
Attending all the meetings with Abulhassan was Kuwait’s Permanent Representative to the UN, Ambassador Abdullah Al-Murad. Over the past few days, Abulhassan toured some of the capitals of the permanent member states of the UN – Washington, London, Paris and Moscow – to clarify to officials there Kuwait’s stance on the issue. He found them to be understanding. In a statement to Kuwait News Agency (KUNA) and Kuwait Television, following his meeting with Ban on Friday, Abulhassan had said that the UN and its secretary general were responsible for making sure that Iraq and Kuwait fulfilled their obligations, as stipulated in related UN Security Council resolutions.

So has Iraq fulfilled its commitments stipulated in related UNSC resolutions is what we need to know. If so, then I would think that
the RV is imminent. What are those UNSC resolutions? I think that is why Ban Ki Moon stated in the article yesterday that the Chapt 7 sanctions could be lifted by the 15th. Iraq must be in the process of completing those UNSC resolution requirements.

The newspaper quoted "an opinion" on the Kuwaiti sources said yesterday that "al-Samarrai during his visit to discuss ways to establish a joint parliamentary committee to follow up dialogues files between the two countries and highlighted the compensation, debt, war and the drafting of a convention of parliamentary cooperation between the two countries.

The same sources added that the Samurai will meet during the visit with a number of Kuwaiti officials to discuss bilateral relations and latest developments between the two countries and the possibility of resolving the outstanding issues between them.

The sources pointed out that the Samurai will be an invitation to visit Baghdad for the unbelievable addition to addressing how to develop cooperation between the Iraqi Council of Representatives and the Council of National Assembly, and mutual visits and discussions in order to have access to the joint committees to coordinate ways to improve relations between the two countries and opening all files with transparency. sources said that the Samurai will be the conclusion of the parliamentary cooperation agreement with Kuwait on the lines of the agreement that was concluded with Egypt recently.

the intervention of the U.S. administration in Iraq's internal affairs,
in the wake of a U.S. President Barack Obama, Joe Biden sent his deputy
envoy to Iraq, which he held talks with leaders addressed several
issues, including reconciliation and file a dispute with the Kurdistan
province.

He said government spokesman on political reform and a modified version
of the process of issuance by the government, including the
relationship with the Kurdistan province, which he said it requires a
number of laws to resolve certain crises such as the disputed and oil
and gas law and the distribution of wealth, saying that to deal with
